Five months of revisions with no commitment is a real cost and it is invisible in every funder’s reporting on themselves. I would put the number on it in future: ‘this consumed approximately X staff hours’. Funders respond to numbers about their own behaviour in a way they do not respond to complaints.

We now ask, politely, at the second revision: ‘is this proceeding to a decision, and roughly when?’ It has saved us twice. The answer is sometimes an honest no.

i did not ask because i was afraid it would look pushy. i think that fear cost me five months.
